I have a déjà vu. Hero bomb. These words trigger something in my brain but I can't grasp it. Some googling helped with the book

, but I'm not sure that it's that. I'll be glad if someone can tell me what books use exactly the same concept of bomb which kills one part of population and empowers the other.
